National Cybersecurity Strategy Action Plan Implementation for Cyber Resilience: Qualitative Exploration and Achievements

The national cybersecurity strategy and action plan were developed and implemented based on the methodology developed by the National Council for Cybersecurity, which includes an evaluation model and an action plan with implementation measures. Results of the specific years (2016-2022) for assessing the implementation of the Action Plan are included aiming at qualitative assessment enhancement, adding a quantitative dimension. Future works will be oriented towards new strategy development process which is being developed based on the European Union Directive on the Security of Network and Information Systems (NIS 2) with an action plan and the intention of including effectiveness indicators as a ratio of net benefits and implementation costs/efforts, where possible.
