Sažetak

The introduction of European standards in Croatia initiated making and enactment of relevant national technical regulations. In the area of thermal protection new technical regulation, which defines the increase of thermal protection and thermal energy savings, has been enacted recently. For almost twenty years the application of the existing regulation has influenced the building design process where the segment of sustainable architecture and the environment protection has not been appropriately considered. The new technical regulation has a considerable influence on building design criteria and the fulfillment of essential requirements for the building and the confirmation of material consistence. The regulation prescribes the issuing of the ID card for annually required heating energy through which the relation towards the significance of thermal protection measures will substantially change. This paper includes the evaluation of the first results in implementation of regulations and the comparison with the expected savings of the thermal energy consumption.
