Funded nationally, cited internationally: funder attribution and policy citation visibility in a small EU research system

Policy citation databases are increasingly used to compare the societal visibility of research, but funder-filtered comparisons depend on the quality of funder attribution metadata. This poster paper compares nationally funded Croatian Science Foundation (HRZZ) and EU-funded Horizon 2020+ Croatian publications using OpenAlex funder metadata and Overton DOI search. Horizon 2020+ publications show a substantially higher Overton capture rate than HRZZ publications, while domestic Croatian policy citations remain rare in both groups. The results suggest that funder-based policy citation analysis in small research systems measures not only policy attention, but also metadata infrastructure, publication venue visibility, and international circulation.
