JOINT VENTURE ANALYSIS OF ELECTRIC POWER PLANT MANAGEMENT FROM THE ASPECT OF A PUBLIC PRIVATE PARTNERSHIP IN THE FIELD OF CRITICAL INFRASTRUCTURE
Sažetak
The possibilty of ensuring electric power supply to consumers has extraordinary significance for the community especially in crisis situations. It is for this reason that the legal regulations of each country should include inspection as well as monitoring of all the capital electric power plants, regardless of the kind of entity management. In order to evaluate efficiency of a certain electric power plant it is necessary to define the perfomanceindicators which is also the hipothesis of this work. The Plomin thermal power plant (TPP) is taken as an example of defining the key perfomance indicators. And cooperation has been established between HEP (Croatain Electricity Company) and RWE Energie from Geramny. Key perfomance indicators obtaned this way may represent the basic source of information for assessing the state of energy production facility from the aspect of critical infastructure, while the methodological approach to defining these indicators is a constituent part of the legal regulations. The article focuses on public-private partnership in the field of critical infrastructure.
